Two packs here clear the published carry-on limit at all eleven US carriers we track: the Osprey Fairview 40 at exactly 22 × 14 × 9 in, and the Tortuga Travel Backpack Pro at 22 × 14 × 8 in — an inch inside the depth standard, which is where soft bags normally fail. The Osprey Farpoint 40 misses by one tenth of an inch of published depth.

Why this page ranks on fit rather than capacity
Our main pack ranking leads on weight per liter, because what you carry you feel. This page asks a narrower question: which of these will actually go in an overhead bin without an argument?
It is a different ranking because the answer is different. The pack with the best carry efficiency on this site is not the pack that fits the most gates, and if your priority is boarding without your bag being taken from you, fit has to come first.

Depth is the whole story
Every failure in that table is depth. Not one of these packs is too tall or too wide — three of them are simply too thick. There is a structural reason for it: a pack gains capacity most cheaply by getting deeper, because height is constrained by your torso and width by your shoulders.
And depth is the dimension that grows when you pack. A pack published at 9 in empty is not 9 in with a week of clothes in it unless you use the compression straps, which is why the honest way to measure a soft bag is packed and strapped, not empty on a spec sheet.
That cuts in the packs’ favor too. A soft bag at 9.1 in compresses into a 9 in frame; a rigid clamshell at 10 in does not. The Farpoint’s tenth-of-an-inch overage is arithmetic rather than a real problem. The Allpa’s full inch, on a pack designed to hold its shape, is a real one.

The Tortuga has the better box by a full inch of depth, which is genuine margin rather than a rounding win. The Fairview is lighter, cheaper, backed by a warranty with no stated end date, and available where we can actually link it. On our axes the Fairview wins; if what you want is the largest possible pack that is certain to clear a sizer, the Tortuga is the design that does it.
We should be plain about the second point: Tortuga sells direct, we have joined no Tortuga program, and we earn nothing if you buy one. It is here because it is the right answer to the question this page asks.
The alternative worth considering
On Frontier, Allegiant, Breeze and Sun Country the overhead bag costs money and the under-seat bag does not. Four rules for buying a pack that fits
- Shop published depth, not liters. Depth is what fails. 8 in is excellent, 9 in is standard, 10 in is over.
- Compression straps are a compliance feature. A pack that cinches down is a pack whose depth you control at the gate.
- Beware the expandable pack that is sold at its expanded size. If a listing quotes the larger figure, that is the number a sizer sees.
- Measure it packed. Two minutes with a tape measure the week it arrives, while you can still return it.

Cotopaxi Allpa 35L Travel Pack
Skip this one. On this page specifically. A published 10 in depth is an inch over the standard box, and the Allpa is a rigid clamshell that does not compress the way a top-loading pack does — so the depth you see is the depth a sizer sees. It is an excellent pack and the wrong one to buy if fitting the box is your first requirement.
The lightest travel pack in this ledger and the only one whose maker publishes no warranty term at all — which is a real cost, not a technicality.
