Where the number comes from
22 × 14 × 9 in is not a standard anyone administers. It is simply the figure that seven of the eleven US carriers in our table publish independently: American, Delta, United, Alaska, JetBlue, Hawaiian and Breeze. The other four publish something larger — Southwest and Frontier at 24 × 16 × 10 in, Sun Country at 24 × 16 × 11 in, Allegiant at 22 × 16 × 10 in. The full table.
So a bag that clears 22 × 14 × 9 in clears every US carrier we track. A bag that does not clear it is a bet on which airline you fly, and that is a bet you re-make every time you book.
Three sides, not one
A sizer is a metal box. It does not care that a case is marketed as a “21-inch carry-on”; it cares whether the whole object goes in. So the comparison that matters runs longest-to-longest, second-to-second, shortest-to-shortest, and a bag fails if it is over on any of the three.
Two things make this harsher than it looks. Makers publish two figures — a case size and an overall size — and only the overall figure includes the wheels and the handle housing that a sizer also measures. And the failure is almost never height. It is width. How to measure yours.

Why every survivor is a soft bag
The pattern is not a coincidence. A hardshell case has to put its wheels, its telescoping handle and its shell thickness outside the packing volume. A 21 in case body plus double spinner wheels plus a handle housing is how you arrive at a published 23 in overall height. The three bags above have none of that: no wheel housings, no handle tube, no rigid shell.
What you trade is real. A soft bag has no structure, so it holds its published shape only when you do not overpack it, and 45 L of contents is carried rather than rolled. The backpack-against-wheels trade, costed.
The half-inch that is not slack
A common reply to this page is that nobody actually measures. That is true until it is not: the carriers that charge for the overhead bag are also the carriers with sizers at the door, and gate-checking is more common now than it was as bins fill earlier. Why enforcement got stricter.
There is also a version of this that costs nothing to get right. If you fly Southwest, Frontier or Sun Country almost exclusively, the strict box is the wrong target and you should buy against 24 × 16 × 10 in instead — you get a materially bigger bag for the same money.
