The Best Travel Tote Bag

Two published features decide a travel tote: whether it has a trolley sleeve, so it rides the suitcase handle instead of your shoulder, and whether it clears the personal-item box when it is full. Most listings tell you neither.

The Patagonia Black Hole Tote 25L is the pick for flying. 25 L and 16 × 8 × 8 in clears the personal-item box at all eight US carriers that publish one, it takes a published 16 in laptop, and the Ironclad Guarantee is the only open-ended warranty here. If you want a trolley sleeve specifically, only the BAGSMART publishes one.

The two questions a tote listing should answer and usually does not

A tote is the easiest travel bag to buy badly, because the thing that makes it good on a trip is not the thing it is photographed for. Two published facts settle it.

  • Does it have a trolley sleeve? A sleeve is a strip of fabric on the back panel that slides over a suitcase handle, so the tote rides the bag through the terminal instead of cutting into your shoulder. One bag in four here publishes one.
  • Does it clear the personal-item box? Totes are soft and open-topped, which means they grow. A tote that measures inside the limit empty can be outside it packed, and the published dimensions are the empty ones.

The four, as published

Manufacturer-published figures, compiled 6 October 2026. None of the four publishes a price we could read from the maker, so cost per liter cannot be computed for any of them.

Against the personal-item box, which is where two of them fail

Eight of the eleven US carriers in our personal-item table publish a box. United’s 17 × 10 × 9 in is the tightest and the one that decides things.

Published bag dimensions against published carrier limits, all three dimensions. A bag clears a limit only when it satisfies every dimension, which is how a gate sizer works.

Cotopaxi Allpa Gear Hauler 30LNoNo — 12 in deep against an 8 in limit0 of 8

The Cotopaxi result deserves saying plainly, because it is the best-engineered bag on this page: a 12 in square cross-section is not a personal item anywhere in the US market. It is a gear hauler and Cotopaxi calls it one. The 0.035 lb per liter figure — the best in this whole ledger — is real and it is irrelevant at a gate.

The trolley sleeve, and why the cheapest bag is the only one with it

The BAGSMART is the only tote here that publishes a trolley sleeve. It is also the cheapest by a wide margin, folds into a published 7 × 10 in pouch, and expands from 24 L to 37 L.

That combination describes a specific and honest use: the bag that lives flat inside your suitcase on the way out and carries the overflow on the way home. Nothing else here does that, because nothing else here folds.

Weight per liter, and the two bags that will not tell you

Two of the four publish no weight at all. For a tote that is a strange omission, because a tote is carried on one shoulder and shoulder load is the entire comfort question. Patagonia in particular markets the Black Hole Tote on being light and collapsible and then does not publish the figure.

Of the two that do publish, the gap is a factor of two and a bit: 0.035 lb per liter for the Cotopaxi against 0.081 for the Travelon. The Travelon is heavier because of what it is made of — cotton-poly canvas with suede trim, plus slash-resistant panels, locking zippers and strap hardware. Canvas and security hardware both weigh, and both are deliberate.

The one with locking zippers

Travelon is the only maker here publishing anti-theft construction on a tote: locking zippers, slash-resistant body panels and RFID-blocking slots, on a published 53 in removable strap that converts it between shoulder and cross-body.

An open-topped tote is the easiest bag in the world to reach into, which makes a lockable tote a genuinely different product rather than a feature list. The trades are legible: the heaviest weight per liter here, the smallest published capacity at 16 L, the least weather-resistant fabric, and a 2 yr warranty against Patagonia’s open-ended one. More on what those features do and do not stop in the anti-theft bag guide.

Warranty is where Patagonia wins outright

Published warranty terms, read from each maker's own policy where one exists and from the retail listing otherwise.

BAGSMART Foldable ExpandableNo term published at allNot published

The pattern here is the same one that runs through every accessory category on this site: the products with a published warranty are the expensive ones, and the ones you would reach for on price publish no term at all. Cotopaxi is the interesting case — it publishes a repair-or-replace promise with no duration, which reads generously and is legally a discretion.

Which one, in one line each

  • Flying, with a laptop: Patagonia. It clears every published box, publishes a 16 in laptop sleeve, and carries the only open-ended guarantee.
  • You want it to lock: Travelon. The only lockable tote here, at the cost of weight and capacity.
  • The spare bag for the trip home: BAGSMART. Folds to 7 × 10 in, has the only trolley sleeve, costs the least.
  • Hauling gear, not flying with it: Cotopaxi. The toughest fabric and the best weight per liter on the site, and not a personal item anywhere.

Every pick, with the working

Each entry below shows the published inputs, the four axis scores they produce, and what you give up. The order is the computed order, not a commercial one.

1 · A work-and-travel tote that has to survive being the only bag for years

Patagonia Black Hole Tote 25L

9.1

25 liters with a published 16 in laptop sleeve, under the only open-ended guarantee in this group. Patagonia publishes no weight for it, which on a bag sold on being light is a conspicuous gap.

Warranty Ironclad Guarantee — repair, replace or refund

Fits 8 of 11 US carriers: AA, UA, WN, B6, F9, G4, MX, SY. See the limits.

What it does well

  • Ironclad Guarantee — repair, replace or refund, with no stated end date
  • Published 16 in laptop sleeve, the largest device fit of the four totes
  • 16 x 8 x 8 in clears the 18 x 14 x 8 in personal-item box on every dimension

What you give up

  • No published weight anywhere we could read, so carry efficiency cannot be computed
  • No trolley sleeve published
  • No manufacturer-published price we could read, so cost per liter cannot be fixed
The arithmetic behind the score
  • Value not scored — No manufacturer-published price, so this axis is not scored.
  • Airline-fit breadth 10.0/10 — Fits the published personal-item limit at 8 of 8 US carriers: AA, UA, WN, B6, F9, G4, MX, SY
  • Carry efficiency not scored — No published weight, so weight per liter cannot be computed.
  • Warranty & support 8.0/10 — no stated end date (6 of 6); repair published (+2); airline damage not covered (+0)

2 · Hauling gear that is wet, dirty or sharp, where the fabric is the point

Cotopaxi Allpa 30L Gear Hauler Tote

3.7

Skip this one. Skip it as a personal item. On the numbers it is the best bag here — 30 L at a published 1 lb 1 oz is 0.035 lb per liter, the best carry efficiency in this entire ledger, in 840D TPU-coated nylon. But it is 12 in wide and 12 in deep, and that clears none of the eight published US personal-item boxes we track. Buy it as a gear hauler for the car, the boat or the hold; do not buy it expecting to walk it past a gate agent.

30 liters at a published 1 lb 1 oz in 840D TPU-coated nylon — the toughest fabric and the best capacity-to-weight figure of the four totes. Its 12 in depth is what keeps it out of the tighter personal-item boxes.

Warranty Guaranteed for Good limited warranty — repair, replace or credit, with no published term

Fits No US carrier in our table publishes a limit these dimensions satisfy. See the limits.

What it does well

  • 0.035 lb per liter published — the best carry efficiency of any bag in this ledger
  • 840D TPU-coated nylon with ballistic ripstop panels, heavier-duty than anything else here
  • 30 L is the largest published capacity of the four, at the lowest weight

What you give up

  • 12 in deep and 12 in wide, so it clears none of the eight published US personal-item boxes we track
  • Cotopaxi's published warranty states no term — lifespan is at the company's discretion
  • No trolley sleeve and no laptop sleeve published

3 · A personal item that also works as the evening bag, with real anti-theft hardware

Travelon Anti-Theft Heritage Tote Bag

6.7

16 liters with locking zippers and slash panels, in a shape that reads as a handbag rather than as luggage. At a published 1.3 lb empty it is the heaviest thing here per liter, and the fabric is the reason.

Fits 8 of 11 US carriers: AA, UA, WN, B6, F9, G4, MX, SY. See the limits.

What it does well

  • Locking zippers and slash-resistant panels in a tote shape, which almost nothing publishes
  • 13 x 10 x 4 in clears the 18 x 14 x 8 in personal-item box with room to spare
  • Published 53 in removable strap, so it converts between shoulder and cross-body

What you give up

  • 1.3 lb for 16 L is 0.081 lb per liter — the worst carry efficiency of the four totes here
  • Cotton-poly canvas is the least weather-resistant fabric in this group
  • No trolley sleeve published, so it rides your shoulder through the terminal

4 · The spare bag that lives flat inside the suitcase until the trip home

BAGSMART Foldable Expandable Travel Bag (24-37 L)

4.9

A 24 L tote with a published trolley sleeve that folds into a 7 x 10 in pouch — which is the only honest reason to own a second bag you did not pack. The listing says outright that the expanded 37 L mode is not a personal item.

Fits 7 of 11 US carriers: AA, WN, B6, F9, G4, MX, SY. See the limits.

What it does well

  • Folds to a published 7 x 10 in pouch, so it costs almost nothing to carry unused
  • Published trolley sleeve — it rides the suitcase handle instead of your shoulder

What you give up

  • No published weight, so carry efficiency cannot be computed

Common questions

What is the best travel tote bag?
For flying, the Patagonia Black Hole Tote 25L: 16 × 8 × 8 in clears the published personal-item box at all eight US carriers that publish one, it takes a published 16 in laptop, and the Ironclad Guarantee is the only warranty here with no end date. Its one gap is that Patagonia publishes no weight for it.
What is a trolley sleeve on a tote bag?
A strip of fabric on the back panel that slides over a wheeled suitcase handle, so the tote rides the suitcase instead of your shoulder. Of the four totes here only the BAGSMART publishes one — it is a far rarer feature than listings imply.
Does a tote bag count as a personal item?
Only if it fits the box. The Patagonia and the Travelon clear all eight published US personal-item limits. The BAGSMART clears seven and misses United’s 10 in width by an inch. The Cotopaxi Gear Hauler, at 12 in by 12 in, clears none of them.
What size travel tote do I need?
16 to 25 liters covers the personal-item use. Below 16 L you are into sling territory; above 25 L the published dimensions start failing carrier boxes, which is exactly what happens to the 30 L bag here.
Is a tote or a backpack better as a personal item?
A backpack carries more weight comfortably and is harder to reach into from behind you. A tote is faster to open under a seat and can ride a suitcase handle if it has a trolley sleeve. If weight is the problem, take the backpack; if access is, take the tote.
Which travel tote has locking zippers?
The Travelon Anti-Theft Heritage Tote is the only one here. It publishes locking zippers, slash-resistant body panels and RFID-blocking slots. The cost is the heaviest weight per liter in this group and the smallest published capacity.
